As per the National Intelligence Agency, Pakistan offering scholarship to Jammu and Kashmir studnets is a part of Pakistan’s strategic game plan to radicalize the youth and make them lean towards separatism. NIA blew wide open this façade in 2018 while investigating different aspects of the terror funding case in Jammu and Kashmir. Kashmiri students there from the very first day they were fed with a narrative of separatist agenda to oppose New Delhi's rule in Jammu and Kashmir.
