Despite repeated attempts at bringing closure to the families of the victims killed or in the dastardly Mumbai blasts in 1993, Pakistan refuses to repatriate India's most wanted – Dawood Ibrahim. Dawood was the mastermind for the terror attacks in the financial capital of India which left 257 dead and 173 injured. In an attempt to avoid getting blacklisted by the Financial Action Task Force (FATF), Islamabad revealed the exact locations of the terror mastermind in Karachi.</p>
